Budget Analyst

At the full performance level, you will be responsible for planning, implementing, and administering the full spectrum of budget and financial management services. If selected for this position, you will receive formal and/or on-the-job training, as needed. Duties include:
Monitoring and tracking obligations and expenditures for the district. Verifying that obligations and expenditures occur on a timely basis in accordance with regulatory controls and within the amounts programmed. Alerting supervisor to potential problems. Entering and assisting with authorizations, vouchers and other actions in the official travel system. Running reports as appropriate to research troubled authorizations, overdue vouchers, travel card issues and other anomalies. Monitoring and tracking travel vouchers and travel card usage for the district. Promoting timely processing in accordance with regulatory controls. Alerting management to potential problems. Reviewing obligations, expenditures, unobligated orders and available balances to ensure they are properly maintained, supported, and documented. May serve as Certifying Officer in the payment of bills. Conducting periodic reviews, identifying any problems or issues involving the obligation process. Suggesting solutions and procedural changes to correct problems. Entering obligations, amendments, delivery and all actions into the official financial system. Running reports as appropriate to research obligation errors and anomalies. GS-09:
To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
One full year of specialized experience equivalent to the GS-07 level in Federal service. Specialized experience is defined as experience that performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices and methods to perform budget execution, formulation, financial reporting, and internal control functions. Examples of specialized experience include gathering statistical data needed for financial reporting, reviewing the accuracy of budget and program data, monitoring obligations and expenditures, and compiling budget requests. OR Education:
One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration):
a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11:
To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples of specialized experience include formulating and executing the budget; overseeing financial management operations; conducting audits, tracking funds, and developing statistical reports. OR Education:
One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration):
a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
