Human Resources Officer

Major duties include:
Responsible for full delegated authority and responsibility for planning, directing, coordinating, operating and evaluating internal Human Resources Management programs Responsible for providing technical advice, guidance, assistance and recommendations on the appropriate courses of action to follow for difficult and/or unusual cases related to areas of responsibility. Provides a full array of HR services such as recruitment, staffing, employee and labor relation, classification, pay setting, personnel records management and consultative services to various Regional Offices. Plans, directs and coordinates the overall management of Human Resources functions and initiatives within the HRC and those initiated by senior management. Accomplishes special projects for the Area Office and serves as representative on projects, committees, task forces that cross Area lines and affect Veterans Benefits Administration. Serves as key advisor and consultant, taking a proactive role in meeting the needs of senior management officials. Reviews plans and assigned work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Develops short- and long-range plans to effectively utilize human resources to support the accomplishments of VBA's mission. Provides guidance to staff members on methods for analyzing workload data, interpreting trends, and taking appropriate actions, to include elevating issues and recommendations to appropriate leadership. Develops goal and objectives to ensure alignment with organization missions and strategic goals. Provides advice and counsel or instructions; hears and resolves complaints and/or grievances. When necessary, effects disciplinary actions and in serious matters, recommends adverse actions, as appropriate. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
You must have one year of specialized experience at least equivalent to the next lower grade GS-13, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience are, but are not limited to:
1) Experience planning, directing, and coordinating the overall management of Human Resources functions and initiatives within an organization. 2) Facilitating the achievement of an organizations strategic goals by providing guidance and direction through an array of Human Resources functions and consult. 3) Managerial/administrative experience planning, directing, coordinating, and providing internal evaluation of an organizations Human Resources Management Program. 4) Developing goals and objectives that integrate administrative and human resources objectives to ensure alignment with organization mission and strategic goals. 5) Interpreting Federal human resources laws, rules, and regulations in the development and implementation of human resources policies and procedures. 6) Providing technical consultative and guidance to management staff concerned with recruitment, staffing employee and labor relations, classification, pay setting, and personnel records management. 7) Overseeing the development and delivery of human resources management solutions to management officials, including the planning and managing work of subordinates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
