Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. Experience:
Applicants must also have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves but not limited to:
experience overseeing human resources management services (i.e. recruitment and staffing, employee relations, HR operations/staffing processes, etc.) providing technical guidance to fill exempt and non-exempt vacant positions; experience in a lead position or level providing oversight on work impacting team, unit or division or experience supervising staff and providing advice on all levels of personnel on human resources related laws, regulations, policies, standards and guides impacting workforce recruitment; skill researching grievances/complaints/appeals on qualification ratings and preparing detailed responses; advanced knowledge and experience using recruitment software or systems (i.e. USA Staffing) to post and fill vacancies, track, manage and report human resources data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
