Program Analyst - MP

This position is located in the Office of the Undersecretary and Director, Detroit Regional office, United States Patent and Trademark Office (USPTO), Detroit, MI. The individual selected for this position will Participate in planning, scheduling, and conducting independently or as a team member a variety of special projects of limited scope and scale and/or specialized portions of larger program projects and studies. Develop presentations, reports, briefings, graphs, charts and training materials to enhance the effectiveness of communication outreach to the USPTO leadership/management officials, employees, public and community. Work on a variety of administrative and program analysis/management matters as needed to ensure transparency. Consult and coordinate with higher level expert analysts to ensure alignment and consistency in reviewing and interpreting program guidance, evaluating and analyzing program data, assessing outreach communications and operational efficiency, and developing recommendations for cost-effective organizational improvements. Apply a wide range of analytical and evaluative methods and techniques to issues and/or studies concerning the efficiency, productivity, effectiveness and impact of various operations; develop new procedures and approaches to identify and resolve issues and problems. Conduct or participate in management studies and reviews, particularly those with wide or significant effect upon the organizational structure, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad and/or confidential. Apply proficiency in the use of enterprise wide tracking systems and data tools, such as the USPTO Intranet Quorum (IQ) CRM software program and SharePoint, among others, in order to develop, maintain and access automated data used in the planning and analysis functions, ensure outreach programs, talks, and events are accurately recorded and that performance management reports are created and accessible through the reporting features. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-11 - Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience at the GS-11 for this position includes:
Experience overseeing administrative processes and programs in an organization to make recommendations for the overall effectiveness for program operations. Experience gathering and disseminating data for reporting purposes. Experience serving as a procurement and budget purchasing agent to purchase, monitor and assess the needs of an organization. GS-12 - Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience at the GS-12 for this position includes:
Experience overseeing administrative processes and programs in an organization to make recommendations for the overall effectiveness for program operations. Experience managing tracking and reporting databases to gather and disseminate data for reporting purposes. Experience serving as a procurement and budget purchasing agent to purchase, monitor and assess the needs of an organization. OR Education - Applicants applying at the GS-11 grade level may qualify based on Education (See Education Requirements section of this vacancy). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
