Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. GS-09:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves:
Adept experience of HRM principles, concepts, regulations, and practices, analytical methods and techniques, and demonstrated consultative skills to identify and resolve HRM issues; Entry-level experience interpreting and applying human resources laws, rules, regulations, policies, procedures, and processes relating HRM services (staffing; compensation; employee relations; employee benefits; labor relations; salary administration); Fundamental experience in utilizing analytical, qualitative and quantitative techniques to identify, evaluate, and assist in making recommendations to resolve interrelated HR problems and issues; ability to develop position descriptions, completing special projects, and providing management with guidance to aid with establishing organizational structures and employee career development; AND Demonstrated working experience of automated staffing systems such as USA Staffing, to assist in training human resources professionals, management and applicants. Advanced-level experiencing utilizing HRM principles, concepts, regulations, and practices, analytical methods and techniques, and demonstrated consultative skills to identify and resolve complex HRM issues; Intermediate experience interpreting and applying human resources laws, rules, regulations, policies, procedures, and processes relating HRM services (staffing; compensation; employee relations; employee benefits; labor relations; salary administration); Established experience utilizing analytical, qualitative and quantitative techniques to identify, evaluate, and make recommendations to resolve complex interrelated HR problems and issues; Progressive experience developing position descriptions, completing special projects, and providing management with guidance to aid with establishing organizational structures and employee career development; Demonstrated experience automated staffing systems such as USA Staffing, to train human resources professionals, management and applicants. GS-12:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves:
Mastery of advanced HRM principles, concepts, regulations, and practices, analytical methods and techniques, and demonstrated consultative skills to identify and resolve complex HRM issues; Expert experience interpreting and applying human resources laws, rules, regulations, policies, procedures, and processes relating HRM services (staffing; compensation; employee relations; employee benefits; labor relations; salary administration); Developed experience utilizing analytical, qualitative and quantitative techniques to identify, evaluate, and make recommendations to resolve complex interrelated HR problems and issues; Senior-level experience developing position descriptions, completing special projects, and providing management with guidance to aid with establishing organizational structures and employee career development; AND Demonstrated proficiency of automated staffing systems such as USA Staffing, to train human resources professionals, management and applicants. EDUCATION SUBSTITUTION:
GS-09 Level Only:
To substitute education for the experience required for the GS-9 level applicants must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11 Level only:
To substitute education for the experience required for the GS-11 level applicants must possess a Ph.D., LLM or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree. There is no education substitution at the GS-12 level. Applicants may combine education and experience to qualify at the GS-9 or 11 levels. GS-09:
To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. GS-11:
To calculate, first identify the percentage of required education you have earned. When substituting, only graduate education in excess of the amount required for the next lower grade (beyond 2 years) may be used to qualify applicants for positions at grade GS-11. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 45 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
