Personnel/Training 25 Percent -Observes, evaluates and prepares reports on the performance of department personnel -Hears grievances and serious employee complaints to resolve or recommend solutions; reviews serious disciplinary cases involving Police Service employees and recommends appropriate actions to higher level management -Submits reports to justify increases in department personnel to the executive leadership team and/or resource board/committee; evaluates resumes of prospective candidates to determine qualifications; chairs/conducts performance-based interviews to assist in selecting appropriate candidates. - Ensures new employees are properly oriented and familiarized with applicable policies and procedures applicable to the role. -Ensures that all training requirements by VA are met for Police Service staff and that performance proficiency meets the goals of the Medical Center and the services. - Ensures police staff are properly trained to operate a variety of equipment and/or security systems such as but not limited to:
evidence collection, weapons, emergency vehicles, radio communications, intrusion detection and video surveillance networks, duress systems, physical access control systems, mass notification systems, etc. Informs subordinates of equal employment programs, mandatory training, leave/overtime policies, etc. Police and Security Administration & Operations 45 Percent -Facility law enforcement and security subject matter expert, interprets complex security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and/or VBA and NCA leaders within the Medical Center's catchment area. Serves as management's designated liaison, subject matter expert and consultant with federal law enforcement agencies. -Interprets complex regulations, laws, VA Directives and Handbooks to develop local directives, policies and instructions designed to protect patients, visitors, employees and equipment while on VA controlled property. -Serves on various facility committees. -May receive VISN and VACO level assignments and participate in special work groups addressing a variety of program issues. -Addresses program requirements set-forth by offices within VA, the Joint Commission (JC), Commission on Accreditation of Rehabilitation Facilities (CARF), and other applicable internal or external program review processes with an intent to self-identify and resolve discrepancies. -Manages the law enforcement/security program. Responsible for the protection of the civil rights of all individuals while on VA controlled property, and the preservation of a peaceful environment requisite to the delivery of medical care and other services. -Maintains a high degree of leadership and communication within a physically dispersed force providing 24/7 services; ensures the proper enforcement of laws and regulations. -Develops and implements procedures for the detention or arrest of individuals suspected of violations committed against the criminal laws of the United States. -Manages a full range of criminal investigations which include violations against the criminal laws of the United States, violations of State law in conjunction with the Assimilative Crimes Act (Title 18 USC, 13), and the Code of Federal Regulations applicable to VA. -Develops local policies and implements corrective procedures to alleviate identified physical security problems, taking into consideration all internal, as well as external factors when making decisions or recommendations concerning law enforcement and physical security to the VHA, VBA or NCA Facility Director. -Participates in major and minor construction projects during all phases of the project (design, review, construction, activation, etc) to ensure VA's physical security requirements are properly met and support VA's safety and security goals. Equipment/Weapons/Weapon Control 5 Percent -Responsible for the Firearms Program at the facility level, ensuring that critical elements of the program are met, i.e.; weapons training certification, inventory control of weapons and ammunition and supporting supplies. Firearms program liability requires that all weapons related responsibilities be accomplished without deficiencies. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience applying knowledge of Federal and State Judicial Systems; experience applying knowledge of security programs, principles, laws, regulations and precedents; experience in communication and public relations techniques; experience maintaining confidentiality of information; and experience managing an effective security program. Physical Requirements:
Position must be capable of arduous physical exertion. This includes the ability to carry persons in emergency evacuations, to run to the assistance of victims, and intercede in physical disturbances. The position must successfully pass an VA prescribed physical and psychological examination prior to employment and on a recurring basis set-forth by VA and participate in a physical training assessment consisting of a 1-mile run, push-ups and sit-ups based upon the position's age. This is done to assess continued ability for effective performance. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
