Medical Technician (Phlebotomist)

The majority of the incumbent's day will be spent performing routine venipuncture specimen collections from inpatients and outpatients. The incumbent will be required to proficiently collect these blood samples with a minimal number of failures, patient bruising, or required re-sticks, and ensure that samples are submitted to the clinical laboratory with the least possible delay. The incumbent will also accession specimens, and perform other procedures as necessary to ensure appropriate specimen receipt, handling, and processing for accurate, reliable laboratory results. The incumbent will give required collection instructions to patients relating to take home tests. The incumbent works in the specimen reception area where he/she enters tests, labels specimens, and delivers them to the appropriate test areas. The incumbent also reviews each incoming specimen to verify the clearness of the order, that the proper specimen is submitted for the ordered tests, and ensures that proper identification is present on the specimen container. He/she answers phone calls and deal with a variety of requests. He/she greets. assists, and directs all non-laboratory staff coming into the laboratory. The incumbent assists Medical Technologists in Chemistry/Special Chemistry and Microbiology Ile/she sorts and centrifuges blood samples for patient testing. In Microbiology, the incumbent will process samples by streaking agar plates with organisms for patient testing. All routine accessioning functions will be performed. The incumbent enters required information accurately and completely into the computer system, operating and utilizing ADP equipment in accordance with applicable regulations and guidelines. He/she maintains strict compliance with ADP security plans and procedures, which results in no unauthorized access to computerized tiles, release of access codes, or loss. alteration, or deletion of patient records. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-4 position you must have served 52 weeks at the GS-3. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-3 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. OR, Combination:
Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience are also qualifying. For GS-4 level positions, determine the applicant's total qualifying experience as a percentage of the 1 year of experience required for GS-4; then determine the applicant's education as a percentage of the 2 years of education that meets the requirements for GS-4. Add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for GS-4.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
